Measuring the education sector response to HIV and AIDS. Guidelines for the construction and use of core indicators.

This publication aims to provide Ministries of Education and other education stakeholders involved in country responses to HIV and AIDS with clear guidelines on the construction and use of 15 core indicators to measure the education sector response to HIV and AIDS. The guidelines were endorsed by the UNAIDS Inter-Agency Task Team (IATT) on Education in February 2013 after extensive national, regional and international consultations and a rigorous field test of the new indicators through 2009-2012.

Readers will find detailed information about reasons for using each of the indicators; methods for collecting the data and measuring it; and guidance for interpreting the data, including how to analyse data from various indicators and draw conclusions in terms of potential changes in policies and programmes in the education sector.

2011-2012 Global Progress Survey.                                         Pogression, Regression or Stagnation?

The 2011-2012 Global Progress Survey (GPS) is a 39 country survey of HIV and AIDS policy and programmes in the education sector. This report highlights key findings from the GPS to provide a picture of how countries’ education sectors are responding to HIV and AIDS, what progress has been made since the 2004 Global Readiness Survey, as well as pointing out the main policy implications of the current situation.

It is designed to act as a catalyst to revitalise the education sector’s response by providing insight and initiating discussion among stakeholders on the in-country situation and how the response can be improved.

Advocacy and Communication Tools – These tools are designed to help advocates make the case for effective HIV education to educators, administrators and donors, among others. They present structured advocacy points, supported by research findings, designed to be customized for context-specific needs. Users are encouraged to insert information that will ground and strengthen their argument, for example data on the local epidemiological context or educational attainment. The document contains a user’s guide, which includes advice on message mapping and working with social media; and five issue briefs covering comprehensive sexuality education, treatment education, and protective factors among other issues.

A Strategic Approach: HIV & AIDS and Education (pdf)

This updated document provides policymakers in the education field and beyond with a strategic vision of the critically important role that education must play in addressing HIV and AIDS. It can also be used as an advocacy tool to build commitment to the role of education in the HIV and AIDS response and to generate multisectoral partnerships for implementation.

It identifies key priorities for responding to HIV and AIDS through education, puts forward two central objectives for education responses, and outlines how the response should be tailored to the local epidemiological situation and other factors.

Toolkit for Mainstreaming HIV and AIDS in the Education Sector: Guidelines for Development Cooperation Agencies

This toolkit aims to help education staff from development cooperation agencies, including both development and humanitarian-oriented multilateral and bilateral agencies as well as non-governmental organizations (NGOs) and other civil society organizations, to support the process of mainstreaming HIV and AIDS into education sector planning and implementation. It provides resources and support to assess the progress countries have made with respect to HIV and AIDS mainstreaming; to identify entry points and opportunities; and to establish priorities for advocacy and action. It is designed to be used as a reference tool or a resource for training and discussion, depending on the local needs and context. This publication is available in English, French and Spanish.

A user's guide, Toolkit for mainstreaming HIV and AIDS in the education sector: guidelines for development cooperation agencies - user's guide, is designed to help readers to make the best use of the Toolkit for Mainstreaming HIV and AIDS in the Education Sector. After a brief presentation of why the Toolkit was developed, its objectives, its audience and its content (Section 1), the guide provides practical suggestions on how to use the different tools depending on your objectives (Section 2). Coordination and Harmonisation Lessons: Jamaica, Kenya, Thailand, Zambia (pdf)

This report synthesises case study exercises undertaken to examine the quality, effectiveness and coordination of the education sector’s response to the HIV epidemic in four countries – Jamaica, Kenya, Thailand and Zambia. In each country, stakeholders assessed: critical achievements and gaps in the education sector response to HIV and AIDS; the evolution and effectiveness of coordination mechanisms and structures; progress toward harmonisation and alignment; information-sharing on HIV & AIDS and education; key resources for the response; and monitoring and evaluation.
This report presents the overall findings from the study and makes recommendations for the UNAIDS Inter-Agency Task Team (IATT) on Education and its partners to improve coordination in support of country level and global actions. Education Sector Global HIV & AIDS Readiness survey 2004 - Policy Implications for Education and Development

This report summarises and analyses the outcomes of the first international survey of education sector readiness to manage and mitigate the impact of HIV and AIDS. Designed to help participating countries better understand the impact of HIV and AIDS on education, identify key problems and omissions in their response to date, and guide future planning and programming, the results provide an invaluable benchmark from which to measure future responses, and an unprecedented learning and advocacy process for the education sectors involved. Report on the Education Sector Global HIV/AIDS Readiness Survey 2004

This report reviews the comparative readiness of the education sectors in 71 countries to respond to, manage and mitigate the impact of HIV/AIDS. The full report provides country specific data as well as aggregated analysis, and is based on a groundbreaking survey conducted in a range of high to medium and low HIV prevalence countries.


Quality Education and HIV and AIDS

This paper presents a framework for quality education to show how education systems can and must change in their analysis and conduct in relation to HIVand AIDS. It summarises the 10 dimensions of the framework, considers how HIV and AIDS impact each of these dimensions and summarises some practical applications of how education can and should respond to the pandemic from a quality perspective.
