"We have chosen two Prizewinners :

The first is the King of Spain, for his role in guaranteeing the transition to democracy, for his continuing contribution to the protection of minorities in the transition to democracy, and for the international role of conciliation that Spain has played. 

The second is Jimmy Carter, who in his capacity as Chairman of the Carter Center and in his own person has on many occasions contributed to the pursuit of peace in many different parts of the world and who, as a private citizen, succeeded in making such a contribution even before the government of his country had requested him to do so."

The Award Ceremony of the Prize was held on 5 December 1995 at the Félix Houphouët-Boigny Peace Foundation (Yamoussoukro, Côte d'Ivoire).

A tribute was made to Mr Félix Houphouët-Boigny, President of the Republic of Côte d'Ivoire, and to Mr Yitzhak Rabin, Prime Minister of Israel and 1993 Prizewinner.

The Ceremony was attended by several personalities including:

- Mr Mahamane Ousmane, President of the Republic of Niger ;
- Mr Boutros Boutros-Ghali, Secretary-General of the United Nations ;
- Ms Shulamit Aloni, Minister of Communication and the Arts, Minister of Science and Technology of the State of Israel ;
