Rehabilitation of the Higher Education System

The project has been designed to support Higher Education Institutes’ initiatives and ensure both their continuous improvement and coordination, respectively by the development of quality assurance procedures and a joint planning and monitoring with MoHESR, so as to implement a very smooth transition into decentralization. More autonomy will indeed increase Higher Education Institutes’ competitiveness and responsiveness in tackling social problems, but will also require sound competencies in policy preparation and formulation within a national framework, guidelines setting to promote and harmonize monitoring and evaluation practices, modernized HR management, strengthened competencies in budget preparation based on criteria for resource allocation, more fund raising and financial autonomy, therefore more accountability to the public and the higher authorities.
