Enhancing the Learning Environment in Vulnerable Areas
UNESCO is supporting the Government of Iraq in ensuring better access to quality education at all levels as well as in building institutional capacity towards the completion of a national education strategy for Iraq.
Given the broad range of underpinning problems that require immediate response to the education system in Iraq, there is an urgent need to build institutional and human capacity at all types and levels, thus building a strong base for sustainable social and economical development of the country. Accordingly, this programme, via its three major components, is designed to provide continuum support to the education system in institutional capacity development at the national, local and community levels.
The first component will address information management, strategic planning and policy formulation at the Ministry of Education (MoE) and the Directorates of Education (DoEs) levels using a holistic approach in tackling issues and problems and in outlining shared options, priorities and future strategies, coupled with the strengthening of technical capacities.
To ensure effective community participation and local ownership, the second component will strengthen the involvement and contribution of the local communities in education aspects such as literacy, formal and non-formal education, school design and management, school maintenance, awareness raising on health and hygiene etc. to provide quality education for all Iraqi learners.
UNESCO is working with UNICEF, the World Bank, Ministry of Education in Baghdad and the Kurdistan Region Government (KRG) to develop the National Education Strategy, including the design of training modules on educational planning, policy formulation, data collection and analysis. Both agencies will provide training for 56 staff from Planning and Statistics directorate of MoE on utilising Education Management Information System (EMIS) at central and governorate levels and develop the capacity of 43 senior MoE and DoE senior staff on methods and techniques of policy formulation and strategic educational planning. In addition, both agencies will work together to enhance the EMIS by adding modules to expand the scope of its coverage, supporting the annual school survey and providing equipment/tools needed,
UNESCO will work together with MoE in Baghdad and KRG in formulating a National Policy on Non Formal Education (NFE). New literacy teaching learning materials have been developed including mathematics, Arabic language, and general culture. Furthermore, 3 Community Learning Centres (CLCs) will be established by UNESCO one in each selected governorate for NFE is serving 1000 illiterate adults (during the first course) including provision of literacy and life skills training.
UNESCO and UNICEF will also work together to ensure the launch of a national literacy campaign, including designing and printing various advocacy materials targeting vulnerable women, youth and out-of-school children.
