CapEFA Teachers' Training on Early Childhood Education in Timor-Leste for ECE Services in 3 Community Learning Centres

A total of nineteen (19) participants from the 3 Community Learning Centres (CLCs) in Timor-Leste namely: CLC Ililapa in Los Palos District; CLC Kraras in Viqueque District; and CLC Fatumasi in Liquica attended the CapEFA Teachers’ Training on Early Childhood Education held at the training hall of the National Directorate for Recurrent Education (NDRE) of the Ministry of Education (MoE) in Timor-Leste. The teachers’ training is organized for selected members of the 3 CLCs who will become new teachers for small children (3-6 years old) to provide a non-formal early childhood education and care for the 3 existing CLCs supported by UNESCO Jakarta Office through its CapEFA Timor-Leste Programme in partnership with MoE in Timor-Leste. The training commenced from April 15 2013 and will have its conclusion until May 14, 2013 including actual practice in the field at the CLCs.

Three (3) trainors on early childhood education from Balai Pengembangan Pendidikan Anak Usia Dini, Non-Formal and Informal (BP-PAUDNI), Region V of Mataram, Indonesia were engaged to provide skills and knowledge to the new teachers of pre-school education in the 3 CLCs. The three trainors who are experts in early childhood education namely: Ms. Yulia Hidayati, Ms. Agnes Rini Astuti and Ms. Eneng Garnika will deliver the training following the materials prepared for this particular training. A complete package of 17 training modules were developed that will covers about 166 learning hours and is considered an intensive one as it will be held for 3 weeks plus 1 week of practicum in the field.

The opening ceremony of the training held April 15, 2013 at the auditorium of the National Directorate for Recurrent Education was graced and attended by the Vice Minister for Pre-School and Basic Education of MoE, Her Excellency Dulce Soares; Director General for Basic Education, Mr. Domingos Maia; Chief of UNESCO Dili Antenna Office, Mr. Sergio Muchanga; Director of the National Directorate for Recurrent Education, Mr. Filomeno Lourdes dos Reis Belo; and Mr. Raimundo Neto, Director of the National Directorate for Curriculum. The Vice Minister of Pre-School and Basic Education is happy and very much encouraged to see that a new initiative to cover pre-school children in a non-formal setting like the CLCs is taking off and emphasized that the initiative should be supported fully as in fact it covers other children who are not able to access formal pre-school who are only available in the center/capital mostly. The Director General, Mr. Domingos Maia also in his brief remarks, encouraged the teachers who will undergo the training to commit themselves fully to the development of the small children in their villages as these children will be the future generation of the country. Mr. Sergio Muchanga of UNESCO also expressed appreciation to the Ministry of Education for its continuing collaboration and partnership and shared that UNESCO shall continue to assist the Ministry of Education in achieving its objectives towards meeting further the goal of Education for All in Timor-Leste.

This training is managed together by the National Directorate for Recurrent Education (NDRE) under the framework of CapEFA Programme in Timor-Leste focusing on the strengthening of the Community Learning Centre programme of NDRE supported by the two (2) CapEFA consultants, Mr. Remegio Alquitran and Muhammad Basri Jafar. At the completion of the training by the new trained teachers from Los Palos (7 teachers); Viqueque (4 teachers); Liquica (4 teachers); National Directorate for Pre-School (2 participants); and National Directorate for Recurrent Education (2 participants) which included practice in the field, the ECE programme in the 3 CLCs will be launched by the National Directorate for Recurrent Education of the Ministry of Education in Timor-Leste.
