Job Description

The Coordinator Dili Antenna office will report to the Director UNESCO Office Jakarta for the effective functioning of the antenna office and coordinates extensively with the multi-disciplinary Programme Specialists at the Jakarta Office in the delivery of in-country programme/project activities.

A. Duties and Responsibilities

Under the overall supervision of the Director UNESCO Office Jakarta and, and working closely with the units and colleagues in the office as a team, the Incumbent shall assume the following functions:

  1. Represent Director and Representative UNESCO office Jakarta in the UNCT meetings, related working groups and in all other relevant UN coordination mechanisms, taking an active part in such meetings, providing inputs to joint assessments and analysis, policy development and programming, and ensuring appropriate follow-up on joint decisions in coordination with Director Jakarta office.
  2. Maintain close consultation and cooperative relations with the relevant UN Agencies, Government offices and institutions, stakeholders, donor agencies and other development partners in Dili for proactive scoping, planning, programming, generating projects and mobilizing   extra-budgetary funds for priority areas agreed with Director Jakarta. 
  3. Maintain close contacts with other UN Agencies and the donor community in Dili, Timor Leste to fund mobilization meetings/fairs in particular for key result areas, identified in the UNDAF and UCPD for Timor Leste.
  4. Oversee, support and facilitate the development of UNESCO Country Program Document (UCPD) and its implementation by mobilizing regular and extra-budgetary resources. Interact with all relevant UNESCO office Jakarta as well as UN entities in close consultation and supervision of the Director Jakarta Office and in coordination with UNCT. Contribute to progress and final reports on extra-budgetary projects presented to donors. Work closely with the colleagues of Jakarta Office to provide agreed project implementation inputs.
  5. Assure the daily management and functioning of the Dili Antenna, overseeing staff and personnel, as well as overall administration and operations, ensuring effective internal controls, in close cooperation with the Jakarta Office’s Administrative Officer. Ensure in particular that staff, consultants and other personnel abide by MOSS standards and other UNDSS security instructions specific to Dili, Timor Leste.
  6. Submit to the Director, UNESCO Jakarta Office, monthly result based and action-oriented reports on programme delivery and management of the Antenna, clearly identifying and tracking follow-up actions by the Antenna and issues to be handled by the UNESCO Office Jakarta, along with proposed courses of action. In addition, immediately alert Director, Jakarta Office, of any urgent problem or follow-up action required by UNCT or UN mechanisms that call for backstopping and support or for institutional commitment.
  7. Perform any other related task assigned by the Director of Office/Jakarta

B. Deliverable

  1. Monthly reports including the achievements and pending activities for the effective accomplishments of the tasks, together with other related outcome such a: (a) draft UCPDs; (b) draft Annual Report; (c) Communication materials (e.g. articles, brochures, publications) produced during the contract;
  2. Final Report at the end of contract period summarizing activities completed during the contract. 

C. Working conditions and schedule are as follows:

  • Based in Dili Antenna Office
  • Working schedule: 5 working days/week; 8 hours/day.

Required Qualification and Skills

Competencies

  1. Strong communication skills, both spoken and written;
  2. Strong analytical skills and ability to analyze complex issues;
  3. Ability to identify priority activities and assignments and make necessary adjustments as required;
  4. Ability to work with minimum supervision, with efficiency, competence, integrity and in harmony with people of different backgrounds;
  5. Team player with track proven record in working collaboratively with colleagues to achieve organizational goals and ensure timely delivery of results.
  6. Well developed planning and organizational skills, with a reputation for being able to multi-task and meet agreed deadlines;

 

Qualifications

Work experience: Minimum 7 years of relevant experience as well as professional record in sciences sector and in programme coordination, preferably in governmental, intergovernmental, or non-governmental agencies. Significant experience in development work with an international organization is an advantage; A strong background in programme development and fundraising is also essential;

Education: An advanced university degree (Masters Degree or equivalent) from a recognized and reputable university in Natural Sciences, Business Administration and/or International Development; 

Languages:  Must have fluency in spoken and written English and ability to draft documents and express views in a clear and concise manner. 

Desirable: Strong communication, networking and negotiating skills. Knowledge of UN systems and procedures is an asset.
