Duties and Requirements :

Under the overall authority of the Director of UNESCO Jakarta Office and the direct supervision of the Head of the Education Unit and in close coordination with the project team, the incumbent serves as a National Programme Officer for Education of the UNESCO Jakarta Office, based in Manila, the Philippines. The incumbent is expected to support the development and implementation of the Extra-budgetary project’s activities to deliver the expected outcomes and outputs for “Better Life for Out-of-School Girls to Fight against the Poverty and Injustice in the Philippines”. The incumbent works under the project’s workplan under the frameworks of UNESCO’s Medium-Term Strategy (C/5s) and global developments plans such as Sustainable Development Goals especially to achieve SDG 4 for Quality Education, Agenda 2030. In particular, the incumbent will:

  1. Assisting all project's field activities and producing outputs as well as assisting all upcoming contract especially for the ALS material development and assisting Program Specialist for coordinating and monitoring all assignments' of current consultant's working progress to meet the expected outputs of the contract;
  2. Providing technical support to the project’s teams based in Manila and also in Jakarta enabling them to implement project activities and especially to produce the (ALS) Learners’ Books and Teachers’ Guidebooks in the form of organizing workshops  and working meetings and the construction of Girls Education Centre;
  3. Reviewing and finalizing all reports or documents drafted from project activities for publications especially including the drafted and developed ALS Learners’ Books and Teachers’ Guidebooks in parallel and equivalent to the relevant levels of National Curriculum  of Formal Education;
  4. Supporting all initiated capacity building and life-skills trainings for ALS Teachers and ALS Girls-learners and reviewing drafts of all documental outputs from these capacity building trainings;
  5. Reviewing drafts of all documental products and event-related proceedings of the project and in any other cases of needs in supporting the project team and the Unit;
  6. Develop and propose activities in line with the mandate of UNESCO that will raise the profile and visibility of UNESCO and KOICA in its extra-budgetary projects;
  7. Providing professional and technical inputs and ideas in the implementation of Regular Programme activities in any case of needs in assistances and also for ideas to Education Unit meetings and other similar events;
  8. Assisting follow-ups, coordination and communication of the Unit’s activities in providing inputs in progress reports of the project and other required documents developed by Education Unit;
  9. Monitor and evaluate field activities of the project to ensure the planned implementations in time under the work plans in achieving SDG 4 for Quality Education especially for out-of-school girls, and represent them through monthly and annual reports to be shared with the project teams in the Jakarta Office and also with the donor;
  10. Performing other tasks related to the mandate of UNESCO and activities of Education Unit as maybe requested by the Director & Representative and Head of Education Unit, UNESCO Office, Jakarta.



  • Advanced university degree (Masters or equivalent) in the relevant field in education or a closely related field with emphasis on education policy and planning, management, research, monitoring and evaluation.

Work Experience:

  • At least 5 years of relevant professional experience, of which at least 2 years in the planning, development and implementation of education programmes, are required.


  • Excellent coordination and interpersonal skills;
  • Analytical skills, ability to collect, synthesize and analyse information from various sources;
  • Proven ability to identify emerging educational trends and needs and ability to plan strategically;
  • Demonstrated ability to translate strategy into priorities and action;
  • Excellent written and oral communication skills, including the ability to prepare, present and discuss findings and recommendations on issues clearly and concisely.
  • Ability to work in a team and to maintain effective working relationships in a multicultural environment.


  • Excellent knowledge (written and spoken) of English and the local working language (Filipino). 



  • Academic background in the field of education policy, pedagogy, teacher education, gender equality, curriculum planning, and/or economics of education.

Work experience:

  • Professional working experience in the education sector, preferably with government and with international education sector development partners, and in depth knowledge of the challenges in the sector


  • Drive for results, persuading and influencing, coping with pressure and setbacks

UNESCO’s salaries are calculated local currency and exempt from income tax.
