Without data, education programmes remain ineffective, says UNESCO expert in Kathmandu

Data is a fundamental component in evidence based policy making. Without data collection, we can neither analyze, nor monitor nor evaluate the effectiveness of education programmes, says UNESCO expert Ko-Chih Tung in a recent video interview by the UNESCO Office in Kathmandu.

Explaining the importance of data management, monitoring and evaluation of non-formal education programmes and its challenges in Nepal, Tung replied to questions of Kakkanang Ghettalae, the coordinator of the project "Building Capacities for Strengthening Literacy and Lifelong Learning in Nepal". 

Tung was in Kathmandu to train practitioners from governmental agencies and civil society organizations to produce a blueprint for the non-formal education version of the so-called “Flash Report”, a very successful regular statistical monitoring tool for formal education. 

For many years, the UNESCO Office in Kathmandu has been providing technical assistance to the NFEC in support of the Education for All movement in Nepal. In particular, non-formal education through community based learning, with particular emphasis on gender equality and adult literacy has been strengthened.

A recent assessment of the capacity of the non-formal education sub-sector identified a number of gaps in the institutional capacities, in particular as regards a lack of capacity to reach out to learners in communities and skills in solid methods of data collection and analysis and in monitoring and evaluation. UNESCO presently helps strengthen capacities of the Government of Nepal in building an effective system to efficiently plan, implement, monitor, and evaluate non-formal education, literacy, and lifelong learning programmes at local, district and the central level.  

Tung is a former regional advisor for the Asia-Pacific Office of the UNESCO Institute for Statistics. He is an expert on evidence-based policy and results-based management, whose extensive activities have contributed to national, regional and global monitoring, evaluation and assessment of progress and challenges of education in Africa, Asia and the Pacific.
