Policies for creativity on the spotlight in Burkina Faso

Burkina Faso is starting the drafting of the second periodic quadrennial report concerning the 2005 Convention on the protection and promotion of the diversity of cultural expressions, through the appointment of members of a national team in charge of drafting and through the establishment of a first consultation with stakeholders.

Five years after ratification of the 2005 Convention and four years after submitting their first periodic report, the Minister of Culture, Arts and Tourism, M. Tahirou Barry, proceeded this Wednesday, 30 November 2016, to the appointment of 22 members of the committee in charge of the elaboration of the second periodic quadrennial report (PQR) concerning the implementation of the Convention on the protection and promotion of the diversity of cultural expressions. In his opening speech, the Minister highlighted that “Burkina Faso ratified this 2005 Convention one year after its adoption, which reflects the country’s interest and the excitement that this Convention has generated and continues to generate”.

This designation took place in the presence of the Representative of UNESCO’s Multisectoral Regional Office in Dakar in the framework of the UNESCO-Sida “Enhancing fundamental freedoms through the promotion of the diversity of cultural expressions” cooperation project.

The committee, composed of representatives from different domains of expertise making an impact on the cultural industries sector, will be supported by two members of the Expert Facility of the 2005 Convention, which will accompany in drafting the report, as planned in article 9 of the 2005 Convention.

Burkina Faso has already undertaken actions to strengthen its interventions in the sector of Culture, especially through the implementation of Culture for Development Indicators in Burkina Faso, whose first results highlight the economic potential of the cultural sector, thanks to the richness of contemporary cultural expressions of Burkina Faso.

A press awareness workshop on the 2005 Convention was organized, on Friday 2 December 2016, at ABMARQ (Ouagadougou) for journalists, key actors in cultural life, to familiarize with this process and with the issues of the diversity of cultural expressions.

According to Guiomar Alonso, Head of Culture sector at the UNESCO Multisectoral Regional Office in Dakar, “the organization reiterates its commitment and willingness to accompany the country of Burkina Faso in the implementation of the 2005 Convention and for the defense of the artistic freedom”.
