Spearheading the preparations of the Medium-Term Strategy and the Organization’s Draft Programme and Budget for 2018 – 2021
The Director-General convened a meeting on 4 July 2016 with the Deputy Director-General, the Chief Financial Officer and the Director of the Bureau of Strategic Planning to discuss the requirements in relation to the preparations of the preliminary proposals of the Medium-Term Strategy and the Organization’s Draft Programme and Budget for 2018-2021 (39 C/5) to be submitted to the Executive Board.
The Director-General called for ensuring that Programme Sectors clearly identify programmatic priorities, accompanied by a thorough risk analysis, while developing their preliminary proposals reminding them of the current budgetary context, building on achievements, impact and lessons learned.
Specifically on risk analysis, the Director-General requested that senior managers take the lead in proposals for the phasing out and/or discontinuing of programmes and activities based on lessons learned and impact.
In this process, she underlined the need for senior managers to fully align their proposals with the implementation of the 2030 Agenda for Sustainable Development, with regard to specific SDGs and targets of direct relevance to UNESCO. She reiterated that focus and concentration should be the guiding principles of this exercise, together with enhancing programmatic accountability. The preliminary proposals will have to take into account the continued reform of the Organization, and in doing so, they should build on the recommendations of audits and evaluations conducted on respective programmes.
