Education 2030 in the Republic of Sakha (Federation of Russia)

An education forum exploring ways to use information and communication technology for opening up schools and education towards meeting the new global education targets took place in Yakutsk, Russian Federation from August 16-18, 2016.

The Lensky Education Forum “Open School: Man – Institute of Education” was organized, under the aegis of UNESCO, by the Government of the Republic of Sakha (Yakutia), the Commission of the Russian Federation for UNESCO, the UNESCO Institute for Information Technologies in Education (IITE), and the International Association of Education Administrators.

The aim of the event was to attract widespread attention to and discuss innovative processes in education, define perspectives for the development of the education system in the emerging global knowledge society, and to expand inter-regional and international cooperation.  In particular, it looked at how to individualize education to produce citizens engaged in sustainable development and how to respond to the new Global Education 2030 Agenda and in particular the Sustainable Development Goal 4 targets with an open, flexible and affordable education system which meets the rapidly changing needs of society.

Open school, open education

The Director of the Division for Policies and Lifelong Learning Systems of UNESCO, Mr David Atchoarena, delivered the keynote speech “Achieving SDG-4 Education 2030: Overall Framework and UNESCO’s Role” at the plenary session.

The event also included the exhibition “Open Education: horizons of the development” to highlight the implementation of the Republic of Sakha Education Initiative 2030, Education open to the future, adopted by the XIII congress of teachers and the teaching community of the Republic of Sakha (Yakutia) in 2015.

As part of the Forum, UNESCO IITE conducted a number of events including a seminar “ICT towards achieving the objectives of the Education 2030 Framework for Action. IITE’s interaction with UNESCO's global network and partners from the private sector”. An online broadcast of IITE’s seminar on “Modern Technologies for Persons with Disabilities” is available (in Russian) here. The seminars were attended by over 200 teachers, school principals and education managers from different regions of Yakutia. The Forum resolution will be available on the Forum’s official website.

According to the Minister of Education of the Republic of Sakha (Yakutia) Feodosia Gabysheva : “The Forum has given rise to new ideas coming from the participants. We strove to ensure that the Forum launched new social initiatives through a discussion of formation mechanisms of the Open School - the school of the future. Indeed, the main priority is the quality of learning and the quality of the education for our children”.

In January 2016, UNESCO IITE and the Government of the Republic of Sakha (Yakutia) signed a Memorandum of Cooperation which strengthens cooperation, in line with the Communiqué signed by the Director General of UNESCO and the Head of the Sakha Republic in 2014. The Forum provided an opportunity to identify new lines of collaboration in support of the Sakha Education Initiative 2030 as part of UNESCO’s broader engagement to implement the Incheon Declaration and the Agenda for Sustainable Development.
