New data collection tool to improve TVET statistics in Côte d'Ivoire

Statistics on technical and vocational education and training (TVET) are rarely easily available and of good quality. But how to improve the situation?

In Côte d'Ivoire, for example, UNESCO has supported six relevant education ministries and training/education partners to improve their production and use of statistics.

"We started the process back in 2009 with the great support of UNESCO Institute for Statistics (UIS) and now we are ready to validate the country's tools for collecting data and to produce the annual statistics report on TVET in Côte d’Ivoire," says Hervé Huot-Marchand, responsible for TVET at UNESCO’s Regional Office in Dakar, Senegal.

The tool will be validated during a workshop on 19-23 March 2012 in Côte d'Ivoire's capital Abidjan.

Statistics are essential

Some 200 participants are expected to participate. UNESCO Dakar will be represented by Ndeye Yacine Fall of the UNESCO Institute for Statistics.

“Having quality Statistical Information Systems on TVET is essential to solve the problem of youth’s integrategion in the world of work,” adds Huot-Marchand. “It allows better monitoring and evaluation of the system as well as facilitates analysis to improve linkages between skills supply and demand,” he says.

A realistic idea of efforts needed

The process had included diagnoses and analysis of the statistical challenges, and the use of a simulation model has allowed three education related ministers to make major policy decisions towards developing a strategic plan for achieving universal primary education by 2020 in Côte d’Ivoire.

This includes having a realistic idea of the amount of human and financial means needed.

National ownership

“The idea now is to mobilize national stakeholders around the Statistics Information System so that the information can then trickle down internally to the managers of the national education system (all sub-sectors) and technical and financial partners involved in TVET in the country,” says Huot-Marchand.

The workshop on improving statistical information on TVET in Côte d'Ivoire is part of UNESCO’s Capacity Development for Education For All (CapEFA), an extrabudgetary funding mechanism and programme approach of UNESCO.

It is financed by the governments of Denmark, Sweden, Norway, Finland and Switzerland.
