The Uvs Nuur Basin: Russian-Mongolian Cooperation for Conservation of World Heritage

In autumn 2005 the “Natural Heritage Protection” Fund with the support of the UNESCO World Heritage Center and the UNESCO Office in Moscow has implemented the Russian part of the project “Elaboration of a Joint Mongolian - Russian Federation Site Management Plan for the “Uvs Nuur Basin” World Heritage Site”.

Upon the results of the Russian and Mongolian parts of the project colleagues from two countries, and the UNESCO and the World Conservation Union (IUCN) experts have reached an agreement on the necessity to continue in the elaboration of the management plan. The primary work schedule for 2006-2007 and the work group staff have also been defined.

Within the framework of the Russian project two expert trips to Kysyl (the Tuva Republic, Russian Federation) and the “Ubsunur Hollow” State Nature Biosphere Reserve, which is a part of the transboundary WH Site since 2003, have been organized. During the trips the information on the present state of conservation of the Russian part of the World Heritage Site has been gathered, and numerous work meetings have been conducted where ways of improving the interaction between the Reserve and interested administrative and commercial structures, scientific and public organizations have been proposed.

The key event of the project was the republican conference “Management problems and development perspectives of the Russian part of the “Uvs Nuur Basin” World Heritage Site” organized with the support of the Tuva Government on the 8th of September in Kysyl. The result of the conference was the resolution, which reflected features, problems and drawbacks of the “Ubsunur Hollow” State Nature Reserve management and contained a list of priority activity directions for 2006-2011.

The completed project is the first stage of working out the joint management plan. The final documents of the Russian part of the project have been presented at the international conference held in Ulangom (Mongolia) between 11 and 15 of September 2005.
