WWAP, promoting the crucial role of water at HLPF 2019


The UN High-Level Political Forum on Sustainable Development (HLPF) convenes between 9 and 18 July 2019 in New York under the theme “Empowering people and ensuring inclusiveness and equality.”

With this focus, HLPF attendees review progress on 2030 Agenda SDGs 4 (equitable quality education), 8 (inclusive sustainable economic growth and employment), 10 (reducing inequalities), 13 (combatting climate change), 16 (peace, justice and institutions) and 17 (means of implementation and global partnerships). 47 Voluntary National Reviews from around the world will be presented to over 2,000 registered participants.
The UNESCO World Water Assessment Programme (WWAP) is promoting the crucial role of water in achieving the aforelisted SDGs in review during the HLPF 2019. The interlinkages of SDG 6 on clean water and sanitation and other SDGs are evaluated in the UN SDG 6 Synthesis Report 2018, and WWAP has advanced the assessments therein through regional evaluations in Africa, Arab states and Latin America and the Caribbean (LAC) (SP). These evaluations are supported by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety of Germany, and were developed in partnership with UNESCO Regional Offices, UN Economic Commissions and UN-Water. 

The three Regional Policy Papers assess the status of water in relation to the social, economic and environmental considerations of the SDGs in review, and additionally describe relevant case studies and policy recommendations for mainstreaming water in the national and subnational planning of other sectors. These Regional Policy Papers conclude that acknowledging and investing in stronger links between the SDG 6 on water and other SDGs is an efficient and effective strategy for accelerating progress on the 2030 Agenda and for optimizing the use of limited resources available to implement the SDGs. The key findings and policy recommendations of the three Regional Policy Papers are summarized in a Policy Brief and in two- pagers with highlights from each of the three regions.

These findings were presented during the 11 July HLPF 2019 side event “Water, crucial to achieve the SDGs under review” (agenda) hosted by the Permanent Mission of the Federal Republic of Germany to the United Nations and supported by WWAP. During a panel moderated by the Global Water Partnership, water leaders from governments and international organizations discussed the critical role of water in realizing the SDGs under review at the HLPF 2019, as well as national and subnational experiences and innovative strategies for integrated and cooperative SDG implementation. Remarks were given by Dr. Shamila Nair-Bedouelle, UNESCO Assistant Director-General for Natural Sciences, Ambassador Dr. Christoph Heusgen, Permanent Representative of Germany to the UN and Madhushree Chatterjee, UN-Water Secretary. Discussions focusing on the interlinkages between water and climate change also continued the following day, 12 July  at the “Deep dive: Climate change and water” (agenda) HLPF 2019 side event coordinated by UN-Water.
