UNESCO Doha Office supports UNCSF rollout processes in the Gulf and Yemen

Over the past months, the UNESCO Doha Cluster Office, participated in and coordinated inputs to the development of UN Common Country Assessments (CCA) and UN Common Strategic Frameworks (UNCSFs) in the Kingdom of Saudi Arabia, Kingdom of Bahrain, State of Kuwait and the United Arab Emirates.

UN Common Strategic Frameworks (UNCSFs) are strategic programming framework describing the collective response of the UN system to national development priorities in a Member State. Common Country Assessment (CCA) are assessment and analysis of the country context, preceding the UNCSF formulation, identifying development challenges, analyzing causes of identified challenges, including determinants and options for addressing challenges, which is conducted prior to the development of the UNCSF.

In 2015 and 2016, the UNESCO Doha Office successfully cooperated through inter-agency mechanisms with UN system entities operating in the Gulf and Yemen in the preparation of strategic UN Country Strategic Framework (UNCSFs):

- United Nations Bahrain Strategic Cooperation Framework (UNSCF) 2015-2018

- United Nations Kuwait Common Country Strategy (CCS) 2016-2020

- United Nations Common Country Strategic Framework (UNCCSF) for the Kingdom of Saudi Arabia 2017-2021

- United Nations Common Strategic Framework (UNCSF) for the United Arab Emirates 2016-2018

- United Nations Assistance Framework for Yemen (UNAF)

Under overall coordination of Offices of UN Resident Coordinators, the UNESCO Doha Office cooperated with other UN system agencies and contributed to UN common country programming processes, joint activities and thematic working groups of UN Country Teams in before mentioned cluster countries to increase coherence, effectiveness, and relevance of its interventions with the overall goal to maximize the impact of its work.

The various UNCSF formulations happen at a critical juncture as Member States are localizing the Sustainable Development Agenda 2030. It is therefore imperative that the UN system is positioned to deliver coherently a high-quality and high-value support to its national partners. UNDAF formulation processes are guided by the key programming principles of the UN system: results-based management; human rights based approach; gender equality; environmental sustainability, and capacity development – as well as are undertaken in the spirit of the UN reform increasing coherence and coordination, capitalizing on lessons learnt with an increased focus on jointly delivering results.

UN Country Strategic Frameworks (UNCSFs) are streamlines versions of UN Development Assistance Frameworks (UNDAFs) serving for UN country teams in net-contributing countries as a programming reference, as well as assisting in aligning collective efforts of UN system agencies at the country level.
