A new book on "International and National Legal Systems for the Protection of Historical and Cultural Heritage of the CIS countries" published
A new book on "International and National Legal Systems for the Protection of Historical and Cultural Heritage of the CIS countries" was published with the support of the Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation (IFESCCO). The publication sets out the details of the legislation system on the protection of historical and cultural heritage of the CIS member states and the issues of management and control in this field, it reveals the content of ownership of cultural property, the procedure of restoration of cultural monuments, the question of liability for violations of the law on the protection of historical and cultural heritage. The manual is prepared for the institutionalization of the educational program of legal protection of the cultural heritage in the CIS countries. Igor Martynenko, PhD, Associate Professor, Head of the Civil Law and Procedure Chair of the Grodno State University named after Yanka Kupala, is the author of the publication.
The UNESCO conventions are also analyzed in the publication, in particular, Convention for the Protection of Cultural Property in the Event of Armed Conflict with Regulations for the Execution of the Convention (1954), Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property (1970), Convention on the Protection of the World Cultural and Natural Heritage (1972), Convention for the Safeguarding of the Intangible Cultural Heritage (2003), Convention on the Protection of Underwater Cultural Heritage (2001).
The scope of historical and cultural heritage is a unique phenomenon of civilization. With rapid development the problem of human and man-made destruction of historical and cultural elements of the heritage of humanity increases. Historical and cultural heritage at the turn of the century and millennium gain the political power and significance as a guarantor of the identity of the people, the most valuable competitive advantage in a globalized world.
This publication was prepared on the basis of extensive regulatory, theoretical and empirical material. The regulatory legal acts adopted in the CIS member states in order to regulate the registration, protection, use and restoration of cultural heritage studied.
The problem of preservation and protection of historical and cultural heritage has always been important. In recent decades, the understanding of its importance increased and a lot of effective steps for the recognition of the importance of the problems of protection of the cultural heritage at the national level have been done.
