The Second Regional Expert Meeting on Arts Education conducted in Minsk

The launching of the Web-Observatory on Arts Education in the CIS countries was held within the framework of the Second Regional Expert Meeting with international participation “Issues and Prospects of Arts Education and Education through Art in CIS countries: Building Creative Capacities for XXI Century” (23-26 May 2013, Minsk, Belarus). The meeting was dedicated to the celebration of the International Arts Education Week (4th week of May) under the second stage of the UNESCO/IFESCCO Pilot Project “Arts Education in CIS Countries: Building Creative Capacities for 21st Century” (2009-2014).

The Second Regional Expert Meeting was aimed at reinforcing professional partnerships and networking of the involved countries, in particular Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Republic of Moldova, Russia, Tajikistan, Ukraine and Uzbekistan for the capacity-building in the fields of arts education and education through arts, focusing on implementation of the “Seoul Agenda: Goals for the Development of Arts Education”(adopted at the 2nd World Conference on Arts Education in May 2010) and with consideration of the Concept of Education in the Field of Culture and Arts of the CIS Member States and the Recommendations on Legislative Provision of the Development of Arts Education in the CIS Member States (adopted at the 34 Plenary Session of the Inter-Parliamentary Assembly of the CIS Member States on 7 April 2010).

The Observatory on Arts Education in the CIS countries is a multi-level informational resource, which is developed within the framework of the UNESCO/IFESCCO project “Arts Education in CIS Countries: Building Creative Capacities for the XXI Century”.  The Observatory provides the access to the basic international documents about arts education, the content of the UNESCO world conferences on issues and prospects of the arts education and education through art, documents regulating the activities in the field of arts education in CIS countries, analytical reports issued during the implementation of the above-mentioned UNESCO/IFESCCO project by 10 involved countries, as well as to the latest news about projects, events, research, publications, communities and information about the participating countries, covering all areas and levels of the arts education.   The information portal of the observatory is established on the basis of the UNESCO Institute for Information Technologies in Education. The experts - representatives of the countries participating in the project are the authors of the materials and organize further content filling of the Observatory, they represent its interests in the professional community of their country and contribute to its meaningful wealth. The Institute of Arts Education of the Russian Academy of Education (RAE) is a general coordinator of the development of the Web-Observatory on Arts Education in the CIS countries.  In the future development the Observatory will be included into the UNESCO observatories network, which act as clearing houses, collecting, analyzing, re-packaging and disseminating resources on arts education, with the objective of supporting advocacy processes and influencing policy making and practices in Arts Education and Education through Arts.

The Programme of the Second Expert Meeting focused on issues and prospects of the effective implementation of the Seoul Agenda for developing arts education and education through arts in the CIS countries and comprised round table thematic discussions and sharing national and regional best experience, in particular addressed to exchange between research and practice in arts education and education through art; arts education as the foundation for balanced creative, cognitive, emotional, aesthetic and social development of children, youth and life-long learners; foster the constructive transformation of educational systems and structures through arts education; capacities for arts education leadership, advocacy and policy development; arts education partnerships among stakeholders and sectors: promoting the efforts of governments, civil society organizations, higher education institutions and professional associations to strengthen arts education principles, policies and practices; cooperation in developing arts education research and distribute research as well as exemplary arts education practices through international structures such as Arts Education Observatories.

As the result of the Second Regional expert meeting a Plan of Actions on partnerships with consideration of national strategies of CIS countries on the development of arts education and education through arts was elaborated. For more advanced and fruitful cooperation a Memorandum on the expert collaboration to ensure further development and long-term sustainability of the bilingual Russian/English informative resource “Observatory on Arts education in CIS countries” within the UNESCO Network on Arts Education, comprising key information on arts education and education through arts in the region was signed by the participating countries.
