UNESCO Supports Establishment of National Committee on Bioethics in Republic of Armenia

Guided by the UNESCO Strategy the UNESCO Moscow Office identified as its key priority for 2006-2007 the providing of assistance and comprehensive support to national initiatives to develop educational programmes on ethics and bioethics, as well as the creation and the support of the activities by the existing national bioethics committees.

The National Committees on Bioethics in Russia and Belarus were set up with the support of the UNESCO Moscow Office in 2006. The Office also provided support to the National Bioethics Committee of Azerbaijan which has been operating in the Republic since 2000 and the National Centre on Bioethics in the Republic of Moldova established in 2005. Now after the great preparatory work the National Committee on Bioethics at the National Commission of the Republic of Armenia for UNESCO has been established in the Republic of Armenia.

After the great preparatory work the National Committee on Bioethics at the National Commission of the Republic of Armenia for UNESCO has been established with the support of UNESCO. The International Seminar devoted to the establishment of the Armenian National Bioethics Committee took place on 2-3 October 2007 in Yerevan (Armenia). It was organized by the Armenian National Commission for UNESCO in cooperation with the Yerevan State University and the “National Center on Bioethics” NGO and with the financial support of the UNESCO Moscow Office.

The event gathered together both national experts in bioethics and representatives from the Russian Federation, the Republic of Moldova, the Republic of Belarus and the Forum for Ethics Committees in the CIS. Among participants were Armen Bayburtyan, Deputy Minister of Foreign Affairs RA, Chair of the National Committee on Bioethics RA, Emil Gabreilyan, Deputy Chair of the National Academy of Science RA, Hambardzum Minasyan, Secretary-General of the National Commission of the Republic of Armenia for UNESCO, Igor Madoyan, Director of the “National Center on Bioethics” NGO, Deputy Chair of the National Committee on Bioethics RA,Pavel Tishenko, Member of the Russian National Bioethics Committee, Elena Krasovskaya, Secretary-General of the National Commission of Belarus for UNESCO, member the Belorussian National Bioethics Committee, Asmik Asatryan, Secretary-General of FECCIS, Chair of the Ethics Committee of the St.Petersburg Pasteur Institute, Luminita Drumea, Expert in sciences of the National Commission of the Republic of Moldova for UNESCO, Deputy Chair of the National Center on Bioethics in the RM, Alla Ampar, Assistant to the Director of the UNESCO Moscow Office for Social and Human Sciences and other officials, scientists and scholars.

The participants of the seminar discussed the questions related to the setting up and functioning of the Armenian National Bioethics Committee, development of the national system for the protection of human rights and dignity in biology and medicine, prospects of developing a national bioethical education system, taking into consideration experience gained by national bioethics committees in CIS, Baltic and other States.

The event became an interesting meeting in terms of the exchange of experience in the field of bioethics. All participants stressed that the newly established Armenian National Bioethics committee should be an ideal platform in the country from which to implement UNESCO normative instruments - particularly the Universal Declaration on the Human Genome and Human Rights (1997) and the International Declaration on Human Genetic Data (2003) and Universal Declaration on Bioethics and Human Rights (2005).
