Workshop on EU Water Framework Directive Implementation Action Plan

21-22 July 2005 National Commission of the Republic of Moldova for UNESCO in cooperation with REC Moldova organized in Chisinau “National Target Oriented Planning Workshop for the Development of an Action Plan for the Implementation of the EU Water Framerwork Directive in Moldova.”

72 invited experts participated in the event, representing Ministry of Ecology and Natural Resources of RM, State Concern “Apele Moldovei”, Ministry of Health, Ministry of Agriculture of RM, Ministry of Education of RM, Moldavan State University, Moldavan State Agricultural University, Moldavan Technical University, UNDP, local and central political, environmental, agricultural, health authorities, NGOs, mass-media. Welcome speech was presented by Professor Constantin Mihailescu, Minister of Ecology and Natural Resources of Moldova, who emphasized the importance of the implementation of the provisions of the EU Water Framework Directive in order to achieve good ecological status of water ecosystems in Moldova by the year of 2015. He also mentioned that in 2006 Moldova will overtake the Presidency over the International Commission for the Protection of the Danube River and the development of an integrated river basin management plan will constitute the main tool for the implementation of the EU Directive. Professor Constantin Rusnac, General Secretary of the National Commission of the Republic of Moldova for UNESCO stressed the attention paid by UNESCO to the environmental and particularly water management issues, taking into account their topicality and significance for future social and economic development of Moldova. The National Target Oriented Planning workshop was aimed at: 1. Promotion of the knowledge of local and central authorities, scientists, NGOs, etc. concerning the main provisions of the Moldovan policy in the field of water management, 2. Presentation of the main provisions of the EU Water Framework Directive (WFD), 3. International and national framework for the implementation of the Water Framework Directive, 4. Promotion of the development of educational programs for the implementation of the EU Water Framework Directive; 5. Promotion of permanent access of public organizations and NGOs to environmental information; 6. Exchange of experience and information on the implementation of the EU WFD provisions at national and regional levels. UNESCO Moscow Office for Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and the Russian Federation provided financial support for the organization of the event. The partners of the National Commission of the Republic of Moldova for UNESCO were: REC Moldova, which provided financial and organizational co-assistance, the Institute “ACWAPROIECT”, National Institute of Ecology of Moldova and the Center “Intercultural Dialogue”. Participants of the meeting received the text of the EU Water Framework Directive, and the print outs of the presentations prepared by speakers. The next stage of the project will be the development of an Action Plan for the Implementation of the EU Water Framework Directive in Moldova on the basis of the workshop’s results.
