This report, prepared for UNESCO by Senior Legal Counsel Toby Mendel, assesses the overall state of media development in the Maldives and media pluralism and diversity in particular. Its analysis is based on UNESCO’s “Media development indicators: a framework for assessing media development”.

“Assessment of Media Development in the Maldives” is based on unstructured interviews conducted during a mission to the country in April 2009 as well as information provided on an informal basis by email and a literature review.
