UNESCO Institute for Statistics produces guide for developing countries

24 September –The UNESCO Institute for Statistics has published a guide this week as a complement to the Frascati Manual. Although the methodology for measuring R&D is detailed in the Frascati Manual, which has been in use now for almost 50 years since it was elaborated by the Organisation for Economic Co-operation and Development (OECD), developing countries sometimes face problems in applying the manual’s standards to the situation in their country. How can they measure internal and international mobility of the R&D workforce, for instance, or clinical trials, software development or reverse engineering? Entitled Measuring R&D: Challenges faced by Developing Countries, this is the fifth technical paper to be issued by the Institute for Statistics. More
