Establishment process

The IPBES process arose from the International Mechanism of Scientific Expertise on Biodiversity (IMoSEB) consultations in November 2007 and the various ongoing follow-up processes to the Millennium Ecosystem Assessment (MA) including the Sub-Global Assessment initiatives underway. A gap analysis has been carried out by UNEP to analyze the efficiency of the existing mechanisms and identify the gaps.

Following the Busan Outcome, the United Nations General Assembly resolution 65/162 and the 26th session of the UNEP Governing Council meeting, and the decision adopted by the UNESCO Executive Board at its 185th Session (185 EX/43), UNESCO is currently cooperating with UNEP, FAO, UNDP and other relevant organizations to organize a plenary meeting to fully operationalize the IPBES. The plenary is provisionally scheduled for two sessions.

The meeting report from the second session to determine the modalities and institutional arrangements for IPBES is now available, including in annex I the resolution to which 94 Governments consented, establishing IPBES. Annex II to the meeting report contains the intersessional process agreed in Panama to prepare for the first plenary meeting of the Platform, which is anticipated to be held early in 2013.
