The Ministry of Culture and Fine Arts in Cambodia and the UNESCO Phnom Penh Office hosted a Regional Expert Meeting regarding the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions from 20 to 21 October at the Cambodiana Hotel. In 2005, UNESCO adopted the Convention on the Protection and Promotion of the Diversity of Cultural Expressions. The 2005 Convention aims to encourage the introduction of cultural policies and measures that nurture creativity; to provide access for creators to participate in domestic and international marketplaces; and to ensure that these expressions are accessible to the wider public.

The meeting sought to understand why there is no corresponding rise in ratification despite a growing focus on cultural industries. In order to provide adequate support and information to Member States, both Parties and non-Parties, UNESCO seeks to foster a better understanding of the issues and challenges related to ratifying and implementing the 2005 Convention in the Asia Pacific, at both the regional and state level. The objective of this meeting was to encourage discussions among experts, civil society and government partners in order to acquire a clearer understanding of the issues surrounding the Convention and to identify ways in which partners can proactively promote diverse cultural expressions.

At the meeting, the preliminary findings of an ongoing baseline study were presented for further discussion and development among participants. The meeting will include presentations on the 2005 Convention as well as on specific case studies in the region. Group work provided an opportunity to further understand the context of the Convention in Southeast Asia and to collaboratively develop recommendations for a regional communication and implementation strategy. The participants included representatives from civil society and relevant government organizations in Southeast Asia, experts from the region, including, in particular, the Korea Coalition for Cultural Diversity, and representatives from UNESCO Field Offices in Southeast Asia.
