@UNESCO - Workshop with MoEYS

The Ministry of Education, Youth and Sport (MoEYS) is one of the most important ministries involved in the national response since it has the responsibility to develop preventive activities in educational settings, for the general population as well as for Most-at-Risk Young People.

To coordinate the efforts of its departments, the MoEYS has created the Interdepartmental Committee for HIV/AIDS (ICHA) in 1999 (which became the Interdepartmental Committee for HIV/AIDS and Drugs- ICHAD in 2010).  The ICHAD is composed of all the focal Points for HIV/AIDS and Drug that have been appointed within each department of the ministry to facilitate and implement preventive education activities.

The UNESCO Office in Phnom Penh collaborates with other relevant UN agencies, development partners and civil society organizations to jointly support the Committee to develop HIV-related strategies, policies, guidelines, and other related materials in the education sector. The office supported for example the development of the Strategic Plan of the MoEYS for HIV/AIDS 2008-2012 and recently supported the mid-term review of this particular strategic plan.

The current strategic framework for the MoEYS for HIV/AIDS is composed of 4 strategies:

  1. Strengthen and scale up intervention coverage, quality and evidence based HIV prevention and sexuality education with children and young people in primary, secondary and teacher training institutions.
  2. Strengthen and scale up intervention coverage, quality and evidence based HIV prevention and sexuality education with out of school children and young people, especially for most at risk children and young people.
  3. Strengthen and scale up intervention coverage, quality and evidence based to contribute in providing support, care and treatment and mitigate impact on children, young people and family infected and affected by HIV and AIDS
  4. Ensure effective leadership and management of education sector (government, private, civil society and young people) to respond to HIV and AIDS by using mechanisms of education sector and relevant institution from national to sub national levels.

UNESCO has been assisting the Ministry in the development of the Annual Operational Plans of ICHAD that defines the activities that have to be carried out by the different departments of the ministries and their partners.

UNESCO Phnom Penh has also been working with the Department of Personnel and Department of School Health of the MoEYS to develop a Workplace Policy on HIV and AIDS as well as a School Health Policy which aim at promoting responsible and safe behaviours and at reducing stigma and discrimination towards MARPs and People Living with HIV.
