Support to the National AIDS Authority

The UNESCO Phnom Penh Office, in collaboration with other UN agencies and development partners, has been working for several years with the National AIDS Authority (NAA) to define priorities and to develop national strategic plans, HIV related policies and guidelines to guide the national response as well as annual operational plans to guide and coordinate the actions of stakeholders.

For instance UNESCO Phnom Penh took part in the development of the Situation and Response Analysis on HIV/AIDS Epidemic in Cambodia 2008-2010. It was also involved in the process of the mid-term review of the second NSP (NSP II) as well as in the process of elaboration of the National Strategic Plan for a Comprehensive and Multi-sectoral Response to HIV/AIDS 2011-2015 (NSP III).

The elaboration of the NSP is a highly participatory process that involves all stakeholders, national authorities, development partners and NGOs. All stakeholders have the opportunity to give their recommendations and comments, to share their experiences through workshops and high-level meetings and to review the drafts of the plans.

The newly endorsed NSP III defines 3 goals and 7 strategies that must guide all activities of the national response: Goals:

  1. To reduce the number of new HIV infections through scaled targeted prevention
  2. To increase care and support to people living with and affected by HIV and AIDS
  3. To alleviate the socioeconomic and human impact of AIDS on the individual, family, community and society.
