@UNESCO/Naoko Arakawa - CapEFA Workshop for NFE Staff of MoEYS

As a very first step, the CapEFA programme worked with the Department of Non-formal Education (DNFE) in planning and carrying out a stakeholder mapping exercise in 13 provinces and self capacity assessment in 6 provinces under the leadership of DNFE. The first technical workshop to go over the mapping and assessment results was held in March 2011 with around 120 people from MoEYS (both at national and sub-national level), NGOs and NFE stakeholders in attendance. The meeting was officially opened by the Minister for Education and attended by the Secretary-of-State and Deputy Director-General for NFE – a clear demonstration of their commitment and leadership.  

Non-Formal Education Sector Action Plan and Capacity Development Plan 2011-2013 The NFE sector action plan 2011-2013 was drafted in line with the Education Strategic Plan 2009-2013, and the second high-level event was organized in June for its endorsement after continuous consultation process with MoEYS and related stakeholders. The action plan includes establishing national/international literacy and NFE networks (including intra/inter ministries, NGOs, universities), strengthening NFE-MIS and evidence-based planning and budgeting, collecting and disseminating good practices in CLCs in and outside the country.

UNESCO, together with other donors, has also provided extensive technical support to the Ministry to draw up a medium Capacity Development plan 2011-2013 (CD plan) for the whole education sector which was also endorsed in June, using the assessment result obtained from the CapEFA process.
