Survey for the European Coalition of Cities on indicators for anti-discrimination policies
The European Coalition of Cities against Racism (ECCAR) is endeavouring to develop a harmonized model of indicators to inform and evaluate municipal anti-discrimination policies. In this context, all ECCAR member cities are invited to participate actively in a survey. The deadline for submission is 30 September 2010.
ECCAR is working intensively on the development of common Equality and Policy Indicators in the framework of Commitment 2 of its Ten-Point Plan of Action. The survey’s goal is to assess experiences of ECCAR member cities regarding data collection, analysis and the use of indicators, and to identify capacities, needs and expectations to be taken into account for the development and implementation of the ECCAR Anti-Discrimination and Equality Index (ECCAR-ADIX).
The latter will provide a common framework for member cities to develop indicators to inform and evaluate the performance and impact of anti-discrimination policies. A first model of ECCAR-ADIX was developed in the framework of the ECCAR working group on indicators and presented in the “Study on Challenges in the Development of Local Equality Indicators – A Human Rights-Centered Model” [PDF, 417KB], carried out by the European Training and Research Centre for Human Rights and Democracy (ETC) in Graz (Austria) and recently published by UNESCO.
The survey is available in three languages (English, French and German). Each city can fill in only one questionnaire. Data will be handled with care and not transmitted to third parties.
The results will be presented at the 2010 ECCAR General Conference to be held in Uppsala (Sweden) from 18 to 19 November 2010.
