UNESCO’s MOST Academy on Inclusive Policy in Kuala Lumpur

MOST (Management of Social Transformations) Academy has brought together researchers, the policymakers from the national agencies and the representative of local governments and communities across Malaysia to explore ways to improve the availability, accessibility, and usage of evidence for promoting inclusive policymaking in the country. The discussions are focusing particularly on public projects addressing the needs of families and the elderly across the country – FACE and PAWE.

All agree that scientific research and evidence provide best guidance on designing policies for inclusive and sustainable development. But this knowledge – on what works, where, why and for whom – has to be available and easily accessible for users in the government and civil society. Today, in countries around the world, the evidence vital for effective policymaking is simply hard to come by. To address this challenge, UNESCO’s Social and Human Sciences Sector is delivering MOST Academies on Inclusive Social Development dedicated to promoting the availability, accessibility and usage of evidence for inclusive social development.

Two MOST Academies organized in the region – in Manila (21-22 March) and in Kuala Lumpur (25-27 March) will use the knowledge produced during the research phase of the project in the respective countries to enhance the capacity of professionals (academia, government, and civil society) and to strengthen the research-policy interface towards the implementation of the 2030 Agenda.

The Institute of Malaysian and International Studies at Universiti Kebangsaan Malaysia spearheaded the intensive six-month research and analytical effort to produce the Situational Analysis to identify the prevailing practices in using evidence for the FACE and PAWE social assistance projects, and the Operational Protocols to improve these practices and to promote rational, rights-based, and evidence-informed decision-making.
