I. Background

UNESCO Tashkent jointly with the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan is hosting national expert meeting and seminar for the leaders of the educational institutions of Uzbekistan on analysis of the education system through the gender lens making use of the Gender analysis tool developed by UNESCO on 7th and on 8th February. Gender equality remains at the heart of development in all sectors. The Sustainable Development Goals have a specific goal on gender to promote gender equality and empower all women and girls. The education related SDG also direct one of its targets to eliminate gender disparities in education and ensure equal access to all levels of education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations by 2030 (target 4.5).

These meetings are supported by the UNESCO’s regional project titled “Enhancing Girl’s and Women’s Right to Quality Education through Gender Sensitive Policy Making, Teacher Development and Pedagogy” to promote gender equality in the Asia-Pacific region, under the China/HNA Funds-in-Trust cooperation scheme to support the capacity development of national participants in undertaking gender assessments. In view of this, a national training seminar for participants who will involve in gender assessment exercise will be organized.

The objectives of this national training are to:

  • Train the participants from different regions in Uzbekistan in conducting gender assessment in teacher education at the country level using the translated gender assessment guidelines and tools;
  • Discuss action plans for taking forward the gender assessment in Uzbekistan, including the timelines and persons responsible for each tool.

Expected outputs and outcomes

Outcomes and outputs expected of the training include:

  1. 50 country participants trained in conducting gender assessment in teacher education at the country level;
  2. Country action plans to conduct gender assessments in teacher education.

The training will bring together approximately 50 participants who are representatives of Ministry of Higher and Secondary Specialized Education, international experts, university management and faculty staff and practitioners. The participants will be part of the country team who conduct gender assessment using the gender assessment tools. Country participants will be joined by UNESCO staff from Tashkent and Bangkok Offices.

The training will be facilitated by three experts who will lead and supervise the gender assessment of teacher education in Uzbekistan. Participants will learn about a set of instruments designed for assessing gender sensitivity and responsiveness in different aspects of teacher education. During the training, participants are expected to ask questions and provide feedback on the tools to ensure their clear understanding of the tools prior to conducting the gender assessment of teacher education.
