Sustainable use of fresh water in urban areas

Seminar on “Sustainable Use of Fresh (Drinking) Water in Urban Areas” was conducted in Tashkent on the 19th of October, 2012. This event was organized by the UNESCO Tashkent office in cooperation with the Ecological Movement of Uzbekistan.

Members of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan, representatives from Ministry of Health, State Committee of Nature Protection, National Agency of Communal Services “ UzComunHizmat” representatives of scientific and municipal  organizations, journalists discussed various questions of importance.

Among these questions were the following: fresh water supply of urban communities; protection of well-springs and other sources of freshwater; promotion and introduction of technical and hydro -ecological innovations; international experience in the area, raising public awareness in terms of efficient use of freshwater. It was mentioned during the discussions that activities related to improving freshwater supply are becoming an important part of the programme on “Year of Family” initiated by government.             

In her opening address Mrs. Krista Pikkat, acting Head of the UNESCO Tashkent Office, mentioned that water is critical to sustainable development and to peace. That is why this seminar, which gathered together managers and scientists in order to discuss problems of water management in Uzbekistan, was very a timely imitative and testified to the importance of these issues related to freshwater supply of Uzbekistan.     

It was also stated that the primary need in studying the existing regulatory and legal framework was  to determine specific approaches for freshwater supply of cites and other communities, including the existing  regulatory performance.

Another important area is to develop working mechanism of social partnership for sustainable water supply of population and the establishment of information exchange system between the Government and the local authorities, enterprises, organizations, autonomous bodies and NGOs with regards to freshwater supply of cites in Uzbekistan.
 
Suggestions were developed to make amendments to the current legislation of the Republic of Uzbekistan  «Concerning the Water and Water Use» and other legal documents devoted to improving water supply of  the population, and the preparation of detailed recommendations for local government authorities in order to improve current water use practices in cities and communities.

It was mentioned that the preparation of training programmes and capacity building of water specialists and hydrologists was one of the high priority goals in the field of water supply of population in different communities.

This workshop also allowed getting a general overview of traditional, scientific and educational approaches to water use and identify the challenges and strategies for improving freshwater supplies in urban areas of Uzbekistan.
 
Given the complexity of the water-related issues, a comprehensive approach is needed, bringing to bear traditional, educational, scientific and innovative perspectives, and engaging a wide range of actors from water professionals to policy-makers and the civil society.

The recommendations formulated as an outcome of this workshop will constitute an important step towards the development of strategies for the sustainable use of freshwater resources in the future.
