Review of UNESCO Liaison Offices

The Independent External Evaluation (IEE) of UNESCO called for the role of the New York Office to be enhanced. Subsequently, the Ad-hoc working group of the Executive Board to the follow-up on the IEE requested clarification of the role of liaison offices. In response, a review was undertaken by IOS to determine how best to enhance UNESCO’s liaison offices (Addis Ababa, Brussels, Geneva and New York).

The purpose of the review was to identify the strengths and weaknesses of the offices focusing on their effectiveness in performing liaison functions. The review provides recommendations on how to enhance their impact and contribution to the wider organization.
