Disasters and Human Rights

The French Association for Natural Disaster Reduction (AFPCN) co-organize with UNESCO a Conference on Disasters and Human Rights.

Within the framework of the research project "Disasters and Human Rights" (CADHOM), surveys were conducted in France and in six other countries (Argentina, Brazil, Cameroon, Tunisia, Turkey, Viet Nam) that concluded that the response during a disaster, regardless of its origin (hazard type), can be a strong indicator of whether human rights are respected or not. This is true not only during the crisis but also during the disaster prevention and reconstruction phases. Thus, the most scrupulous respect for these rights to their full extent may provide a basis for better risk management.
The AFPCN and UNESCO decided to reflect further on the thoughts and proposals arisen from the CADHOM research program and organise a conference during which they will attempt to answer the following questions: which legal, economic, technological and social factors or policies could induce a greater protection of human rights in case of disasters? How a deeper reflection on human rights could help to improve disaster management in the short, medium and long term?

The morning session of the conference will be dedicated to the presentation of the CADHOM project’s outputs and it will examine the possibility and way of deepening and extending its results through a new multidisciplinary research approach. The afternoon session will be dedicated to the analysis of concrete situations that can contribute to this research, via the presentation of two cases: "Major floods affecting a big city " and “Earthquake striking a heavily populated area”.
