Strengthening capacities of judicial actors in Africa on Freedom of Expression and Safety of Journalists

The project aims to foster freedom of expression, public access to information and safety of journalists in Africa by reinforcing capacities of judges and other actors of judicial systems on these issues, through a hybrid training. The training comprises an on the ground training and a Massive Open Online Course (MOOC). It will address standards on freedom of expression as well as the right of access to public information, challenges in restricting these fundamental freedoms and internet-related issues. The hybrid training will be jointly organized by the University of Pretoria and UNESCO.
The training is designed for judicial officers in Africa, as they are essential partners in the development, interpretation, implementation and enforcement of laws related to freedom of expression, press freedom and the safety of journalists in the continent. It is especially important to involve the judiciary in the process of enhancing freedom of expression and freedom of press, and to enhance their capacities and knowledge on related issues. They can furthermore contribute to ensuring a safe environment for journalists, good governance and more transparency through improving access to public information.

The content of regional and international frameworks will be examined specifically relating to freedom of expression, both in terms of treaty law and the manner in which the provisions have been interpreted. While the focus will be on the African regional context, reference will be made to other comparative regional systems. This project is implemented in the framework of the UN Plan of Action on Safety of Journalists and the Issue of Impunity, which aims to create a free and safe environment for journalists and media workers.
