UNESCO is hosting the 2012 World Open Educational Resources (OER) Congress. The objectives of the Congress are to:
1. Showcase the world's best practices in OER policies, initiatives, and experts;
2. Release a 2012 Paris OER Declaration calling on Governments to support the development and use of OERs; and
3. Celebrate the 10th anniversary of the 2002 UNESCO Forum that created the term OER.
Defined as educational materials in the public domain, or released with an open-license allowing free use, adaptation, and sharing, OERs provide a strategic opportunity to increase access to, and the quality of education.
