Information session on the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions

The information session is a response to the need, expressed by various African Member States, for detailed information about the mechanism and implementation of the 2005 Convention so that they could benefit more fully from the support available within the framework of the Convention. The objective of the session is thus two-fold: by presenting African Member States with pertinent information about the Convention, it is aimed at increasing ratification of the Convention by those 16 African States not yet Party to the Convention and also at promoting effective implementation by those 31 States that are already Party to the Convention.
The target audience is the representatives of African National Commissions participating in the official consultation meeting on 37C/5 and 37C/4. As indicated in the attached preliminary agenda (Annex 1), the information session focuses on objectives and mechanisms of the Convention; Quadrennial Periodic Reports; the funding available under the International Fund for Cultural Diversity (IFCD); and IFCD project evaluations.

The information session is part of a larger capacity-building programme that the Section of the Diversity of Cultural Expressions is launching in Africa thanks to the Emergency Fund made available through voluntary contributions of UNESCO Member States, including many African States. A call for experts will soon be launched to create a pool of African experts. By the end of 2012, a group of 30 of such experts is expected to be trained on UNESCO’s methodology to policy development in cultural and creative industries. A knowledge management platform on cultural policies and cultural/creative industries dedicated for African States is also being developed within UNESCO’s website and will be available in English and French by early 2013. It is expected that by early 2013, African States will be able to work with those UNESCO-trained African experts in response to their requests for technical assistance to further develop their cultural policies in view of further developing their domestic and regional cultural industries.
