Education Planning Workshop for the Caribbean
Globalization, rapid economic growth and socio-cultural changes have engendered new challenges for human resources development in the Caribbean. While the Small Island Developing States (SIDS) of the Caribbean have made remarkable progress in-terms of access to basic education for all and to the subsequent education level, and their education systems. In order to respond to these challenges in a consistent and sustainable manner, education systems need careful planning, programming and budgeting, as well mid-term reviews with the aim to keeping on track and achieving the set educational development goals. However national capacities for the preparation and implementation of educational sector strategies often not aligned with the national development plans. Almost all Small Island Developing States (SIDS) of the Caribbean islands have in recent years developed one or more medium-term strategic plans for the education sector. This reflects their conviction that effective planning contributes towards good governance and can build inclusive and responsible education systems. 50 education planners from 21 Caribbean Countries including Haiti will participate in the workshop being supported by UNESCO, Caribbean Development Bank and UNICEF.
The central objective of this capacity building workshop is train staff of the Ministries of Education in the Caribbean in education planning techniques required for education sector plan/strategy preparation, review and monitoring and to reinforce the participating countries’ capacities.
The main objectives of the workshop are to:
1. discuss the global context, rationale, and process of education planning and strategic planning;.
2. offer the opportunity for stakeholders from the Caribbean region to share best practices and deliberate on issues and challenges of preparing education sector strategic plans.
3. review existing education sector plans and assess the quality of the existing plans.
4. Orient and introduce to the participants with the background, guidelines, objectives and concepts of education planning.
50 education planners from 21 Caribbean Countries including Haiti will participate at the workshop. Sponsors/partners of the workshop include: The Caribbean Development (CDB); UNESCO Kingston Cluster Office for the Caribbean, UNESCO International Institute for Education Planning, UNICEF Office for the Eastern Caribbean Area, Trinidad and Tobago Ministry of Education and Trinidad and Tobago National Commission for UNESCO.
