Unlocking Opportunities: Governance of Culture for Development - the UNESCO/EU partnership on the implementation of the 2005 Convention

This session presents the first results of the UNESCO/EU project “Expert Facility Project to Strengthen the System of Governance for Culture in Developing Countries” (2010-2013).


Funded by the European Union and implemented by UNESCO, this groundbreaking project has seen technical assistance missions carried out by internationally-renowned experts in 13 developing countries, assisting them in their efforts to support the emergence of dynamic cultural industries. Its objective is to implement the 2005 Convention in the field.

Since November 2011, recognised experts from a tailor-made Expert Facility in cultural governance and cultural industries have carried out technical assistance missions in 13 developing countries. Their high-level expertise assisted these countries in ongoing efforts to strengthen human and institutional capacities to develop policies that support the emergence of dynamic cultural industries.

The 13 beneficiary countries are: Argentina (Buenos Aires), Barbados, Burkina Faso, Cambodia, the Democratic Republic of the Congo, Haiti, Honduras, Kenya, Malawi, Mauritius, Niger, Seychelles and Viet Nam.

PROGRAMME
Experts having undertaken technical assistance missions will first share their experiences, then exchange on the missions and their results, and finally answer questions from the audience. The session will notably focus on:

* the project's impact on local and national policy frameworks for cultural policies and industries;
* concrete examples of the implementation of the 2005 Convention;
* challenges ahead to foster dynamic cultural sectors in developing countries.

This first time UNESCO-EU partnership to reinforce the governance of culture in developing countries implements the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions at national and local levels. This technical assistance projet demonstrates the importance given by both the European Union and UNESCO to implement concrete activities that promote culture as a key factor of sustainable development.
