Meeting of the Steering Committee of the Permanent Forum of Arab-African Dialogue on Democracy and Human Rights

The Permanent Forum of Arab-African Dialogue was launched in 2009 by UNESCO and the Egyptian National Council for Human Rights, as a result of three International Conferences on Democracy and Human Rights. The aim of the Forum is to open a space for dialogue for civil society, parliamentarians, decisioni-makers, regional organizations, as well as specialized UN agencies, to exchange on issues related to democracy and human rights in Africa and the Arab world.
The third meeting of the Steering Committee of the Permanent Forum of Arab-African Dialogue on Democracy and Human Rights will take place on 31 May and 1 June 2010 at UNESCO Headquarters in Paris.

During this meeting, two round tables will be organized: one on “Arab-African relations in a globalized world: assessment and future perspectives”, and the other on “Democracy and human rights in the Arab-African world: what will be UNESCO’s role?”.

The opening session will bring together Ms Irina Bokova, Director-General of UNESCO, Abdou Diouf, Secretary-General of La Francophonie and Honorary President of the Forum, and Boutros Butros-Ghali, President of the Egyptian National Council for Human Rights and Vice-President of the Forum. The Chairmen of the African and Arab Groups for UNESCO were also invited to this session.

After this session, the first round table will take place, moderated by Moussa Idriss Ndele, President of the Pan African Parliament, and Mezri Haddad, Ambassador and Permanent Delegate of Tunisia to UNESCO. The second round table, organized in the afternoon, will be composed of Guy Hermet, political scientist and expert on the history of democracy and populism, Mohamed Kamel Rezag Bara, Adviser to the President of Algeria, and Pierre Sané, UNESCO’s Assistant Director-General for Social and Human Sciences will share their experiences.


On 1 June, the Steering Committee will continue its work in a private session in order to follow up the recommendations developed during the 1st meeting of the Permanent Forum of Arab-African Dialogue on Democracy and Human Rights, held from 7 to 9 December 2009, in Cairo (Egypt), on the theme of migration between Arab and African countries. Also on the agenda will be the finalization of the statutes of the Forum and the development of a medium-term plan of action for the next 6 years.
