About 10 Million Teachers Needed

A two-day policy dialogue forum designed to find ways to reduce the deficit of over 10 million teachers for primary education, is taking place in Amman, Jordan from 6 to 7 July 2010.
The Second International Policy Dialogue Forum on the provision of teachers for Quality Education for All (EFA) by 2015 is being organised by the International Task Force on ‘Teachers for Education for All’
In 2007, the UNESCO Institute of Statistics (UIS) estimated that 10.3 million teachers should be recruited worldwide between then and 2015 to achieve Universal Primary Education with an internationally agreed benchmark of not more than 40 pupils for one teacher. This number is far from being reached.

Sub-Saharan Africa has the greatest gap with a need for 1.2 million additional teachers. For every two teachers in post in 2007, there must be three in 2015, with a budget increase of 50% to cover teacher salaries. “It is also a matter of meaningful support for teachers, who represent the single most important education resource in any country” , said Amina Osman, Head of the International Task Force on Teachers for EFA Secretariat. On top of recruiting additional teachers, the region needs a further 1.3 million teachers to make up for teachers leaving the profession. Reducing this loss due to attrition could help countries to increase resources to reduce the teacher gap. “Teacher attrition is a costly loss and no education plan can succeed if schools cannot recruit and keep teachers of quality”.

The Arab States, as well as South and West Asia, also face primary teacher gaps. The Arab states region will need 282,000 additional primary teachers in classrooms, while countries in South and West Asia will require 240,000. Yet, considering the current size of the teaching forces in these regions, the gaps are moderate in comparison to sub-Saharan Africa. The remaining regions account for a total teacher gap of below 200,000.
