The 27th session of the Intergovernmental Council of the International Programme for the Development of Communication (IPDC) will be marked by debates on two important IPDC initiatives: the application of the Media Development Indicators endorsed at the 26th session of the Council and the follow-up to the Decision on the Safety of Journalists adopted at the 26th session of the Council. A thematic debate will be organized on the theme “Free, independent and pluralistic media: the enabling role of the State” and the UNESCO/IPDC Prize for Rural Communication will be awarded during this Council session.
The International Council of IPDC, composed of 39 Member States, is elected by UNESCO's General Conference, to review and assess the achievements of the Programme and to discuss its strategies and priorities. The Council normally meets in a regular plenary session once every two years.

The UNESCO-IPDC Prize for Rural Communication is intended to recognize a meritorious and innovative activity in improving communication in rural communities, chiefly in the developing countries. It was established in 1985 by the Executive Board of UNESCO in pursuance of a decision of the 5th session of the Intergovernmental Council of IPDC. The UNESCO-IPDC Prize, consisting of a sum of US$20,000, is awarded every two years.
