UNESCO Training on the United Nations Convention on the Rights of Persons with Disabilities

In the framework of a programme launched by the UNESCO Office in Jakarta in April 2013 to promote the social inclusion of disabled people in Indonesia, the training to be held on 19-21 September 2013, in Banjarmasin, aims to increase the knowledge on disability rights in general, and the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in particular, by allowing representatives of Disabled People’s Organizations (DPOs) and from local administrations to work together on issues related to disability, during three days.

Indeed, Disabled People’s Organizations (DPOs) and municipal representatives from Banjarmasin invited to attend the training will have the opportunity to share best-practice policies and tangible ways of improving the conditions for the social inclusion of people living with disabilities.

After a national dialogue on the inclusion of disabled persons in Indonesia, held in Jakarta on 11 June, and a first similar training organized in Banda-Aceh at the beginning of July, this three-day workshop will put emphasis on the right to education of disabled persons, and their right to participate in social, cultural and political life.

According to UNESCO, those persons should not be the passive recipients of charity but active citizens in an inclusive society, entitled to equal rights, services and opportunities.

This is with the ostensible aim of stimulating this paradigm that the UNESCO Office in Jakarta has launched, in April 2013, the inter-municipality project in the framework of which this training is held, and which final goal is to contribute to an effective implementation of policies in favour of people living with disabilities in Indonesia, by stimulating a fruitful debate on ways to better the lives and improve accessibility to services for disabled people.

By strengthening coordination between DPOs and local governments on two specific topics (the right to education and participation in social, political and cultural life of the community), the objective is not only to promote civic engagement of people with disabilities to protect and enforce their rights, but also to contribute to heightened sensibility amongst local decision-makers to open the state’s services and to provide adequate protection to include people living with disabilities.

Indonesia ratified the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in 2011. Nonetheless, consultative meetings conducted by the UNESCO Office Jakarta have recently put in evidence the need to increase the knowledge on disability rights in general and the UNCRPD in particular.
