Costa Rica: Online Hate Speech and Freedom of Expression

On June 26, the UNESCO office in San Jose will hold a round table in San José (Costa Rica) whose objective is to analyze hate speech (especially the one carried out online) and its consequences and to point out strategies on how limit the effects of hate speech without limiting the right to freedom of expression.

Access to Internet has improved opportunities for access to information, the creation and exchange of knowledge, the facilitation of exchange and intercultural dialogue. However, the increase of online hate speech shows that digital technologies also carry a number of challenges. One of them is to find the right balance between online freedom of expression and respect for equality and human dignity.

Among the expected results of this activity would be:
- Awareness about the effects of hate speech in society.
- Awareness about the role of communicators in the reproduction of hate speech.
- Generation of discussion spaces to identify the actions and measures necessary to limit the effects of hate speech without limiting freedom of expression.
- Generation of knowledge about online hate speech and freedom of expression that can be taken up in the regional event (date to be determined).
