8th UNESCO Youth Forum
The 8th UNESCO Youth Forum, integral part of UNESCO’s General Conference, will take place at UNESCO Headquarters in Paris, from 29 to 31 October 2013, under the overall theme “Youth and Social Inclusion: Civic Engagement, Dialogue and Skills Development”.
Chosen on the basis of a youth online consultation (February 2013) with the contribution of 1,895 young women and men, the overall theme will develop around the three objectives of the Operational Strategy on Youth 2014-2021, namely:
i) Policy formulation and review with youth participation;
ii) Capacity development for the transition to adulthood;
iii) Civic engagement, democratic participation and social innovation.
The young participants of the 8th Youth Forum will have the opportunity to debate on the main objectives of UNESCO’s Youth Programme, and to formulate strategic recommendations for UNESCO’s Member States which will be submitted to them during the 37th session of the Organization’s General Conference, to take place immediately after the Forum (5-20 November 2013).
For the first time in the Forum’s history, its participants will also be invited to select 15 action projects (three by region) among proposals received through a call for projects issued by UNESCO in July - August 2013 and open to young people and youth organizations around the world.
The 15 action projects will receive the label “8th UNESCO Youth Forum”. The label will be a guarantee of quality and excellence of the projects, which should provide their initiators with opportunities to mobilize funds, partnerships and international visibility. it will also be a recognition of grass-roots action and engagement by young women and men across the world.
Announced on 31 October 2013 during the closing session of the Forum, the 15 action projects will also be presented, along with the strategic recommendations, to representatives of the 195 Member States of UNESCO during its 37th General Conference.
Second important innovation of this 8th edition of the Forum: its tighter and more interactive format compared to previous editions.
Following proposals of a large number of young people in the context of an on-line consultation carried out by UNESCO from 14 March to 9 April 2013, the Forum will last three days instead of four, and will provide more time and space for break-out sessions and direct exchanges.
Besides thematic groups which will debate and finalize the strategic recommendations, regional working groups will also be held for the selection of the 15 action projects.
A “marketplace” will be organized for various partners of the Forum where they can express their interest in one or more of the selected action projects.
Face-to-face coaching sessions to reinforce their capacities will be proposed to youth participants by members of UNESCO’s Secretariat and partners of the Organization.
On-line exchanges through focus groups conducted by young social scientists will allow analysing the Strategy and the modalities of its implementation by region and/or axis.
An exhibition of young innovators and side events, such as “15 minutes of fame”, will also take place during the Forum, to provide youth leaders an opportunity to present their work and initiatives with the goal to inspire young participants in their trajectories.
The 8th Forum dedicates more time to break-out sessions and space for dialogue, providing youth delegates, observers and other participants sufficient opportunities to exchange, to reinforce their skills, and to showcase their struggles, careers and innovative initiatives.
