Selection process of the specialists included in the pool of experts

The call for applications for the 30 specialists included in the pool of experts was launched on 20 December 2010. It was published online, with the application form, until 31 January 2011, midnight CET, deadline for applications.

UNESCO received a total of 610 applications, 504 of which were complete, reflecting a balance between North and South (see table and chart below). However, the Asia-Pacific and Arab States regions were clearly underrepresented. 304 applications were made by men (59%) and 200 by women (41%).

The selection process was based on the following eligibility and selection criteria:

  • General: natural persons from countries that have ratified the Convention.
  • Language proficiency: excellent spoken and written English or French, preferably with additional languages (those of potential beneficiary countries and/or other UN official languages).
  • Profile: 1) University degree in the social sciences, economics, international development, law or a related field; and 2) a minimum of 10 years professional experience (7 years for applicants from beneficiary countries) in the elaboration and implementation of cultural policies, the development of culture sectors or international cooperation in the field of culture.
  • Fields of expertise: institutional organization and cultural governance; cultural policies; integration of culture in sustainable development; sustainable development for the cultural sector; development of cultural industries; financing of culture and cultural enterprises; and/or management of international cultural cooperation projects.
  • Professional experience providing technical assistance in fields covered by the programme in developing countries.

The selection took place in 2 steps: 1) a primary evaluation of the applications, leading to a pre-selection and 2) a final evaluation of the preselected applicants. All along the process, the applications were examined by at least three members of the Steering committee that was established by the Contribution agreement with another international organization (July 2010) and included specialists from UNESCO and the European Commission.

Technical tools for a qualitative and quantitative evaluation and comparison (matrix, notation system, evaluation sheet) were used to facilitate this process. The final result of the process was communicated to the successful applicants on 24 and 25 February 2011. The list of the 30 experts selected for the pool was published on the Convention website on 25 February 2011.
