A workshop on Capacity Building in Science, Technology and Innovation Policy Reviews for the East/North African Region was held in Mombasa, Kenya from 30 March to 4 April 2009. The aim of this meeting was to enable the exchange of ideas and best practices between the countries which are in the process of reviewing their STI policy and those having already undergone this exercise with UNESCO or independently.

The meeting was organized by UNESCO's Division of Science Policy and Sustainable Development together with the UNESCO Regional Bureau for Science and Technology in Africa, situated in Nairobi, the UNESCO Institute for Statistics (UIS) in Montreal and in collaboration with the African Union/New Partnership for Africa’s Development (AU/NEPAD) and the Kenyan Ministry for Higher Education, Science and Technology. The Spanish International Development Cooperation Agency was also represented by Ms. Carmen Magariños.

A session of training on STI indicators and a Parliamentarian Forum were also programmed during the five-day workshop. The Mombasa Declaration was adopted on 3 April by representatives of the parliamentary scientific committees from Egypt, Eritrea, Ethiopia, Kenya, Madagascar, Rwanda, Seychelles, Sudan, Tanzania and Uganda. The Declaration underscores the need to establish a sub-regional network of parliamentarians in support of Science and Technology for Development.
