It is a special pleassure for me to pronounce the name of Ms Sadako Ogata and to pay her a solemn tribute, together with all the men and women who work alongside her in seeking to end the wanderings and suffering of refugees. I do so with pride, for the faith and selflessness of those involved in this Sisyphean labour of modern times gives daily proof that human fellowship and solidarity are still meaningful in a world only too often ravaged by crime and horror (…) . ”

“ (…) Ms Ogata became the eighth United Nations High Commissioner for Refugees in January 1991, and, since that time, has worked ardently in that Office. As for the Office of the United Nations High Commissioner for Refugees, the other recipient of the peace prize, Japan highly regards its vigorous initiatives in solving refugee issues world-wide.

Currently, there are approximately 30 million refugees and other war affected persons in the world who are forced to live in great hardship every day. We believe that this is a global issue that should be confronted by the international community as a whole.

To achieve peace, Japan has actively assisted and cooperated with UNESCO, and it is our intent not only to support these types of constant endeavours, but also to join together with other nations and with international organizations in order to further exert efforts toward the achievement of peace (…) .”

“ (…) During your period of office as High Commissioner, you have seen the role of the Office expand to cover a vast field of action: emergency aid, participation in peace-keeping operations, the protection of human rights, the resettlement of refugees, the promotion of development for repatriated communities and the management of migrations and the right to asylum.

The reason for this extension of the responsibilities of the Office is that its action reflects the two major challenges set by contemporary crises: mass population movements linked to the violence of international conflicts against civilians, and the difficulty of reorganizing a return to peace.

The role played by population movements in times of crisis, of which they are both the cause and the result, is obvious.

The second major challenge facing the world today is the rebuilding of societies torn apart by internal conflicts.

The fact that the Office is now seen as one of the agencies which are taking up these two challenges in the most relevant and timely way is in large part due to the impetus which you, Madam, have given it as High Commissioner (...) . ”
