Extracts of the General Regulations of the Prize |

Preamble (...) Considering peace to be an aspiration common to all humanity, underlying the moral, cultural and spiritual values shared by the world's civilizations, (...) Appreciating President Félix Houphouët-Boigny's eloquent observation that 'peace is not an empty word but a form of behaviour'. One hundred and twenty countries sponsored 25 C/Resolution 23, adopted by acclamation by the General Conference at its 25th session (Paris, 1989), thereby instituting under the auspices of UNESCO the Félix Houphouët-Boigny Peace Prize. Article I -Purpose The Félix Houphouët-Boigny Peace Prize is intended to honour living individuals and active public or private bodies or institutions that have made a significant contribution to promoting, seeking, safeguarding or maintaining peace in conformity with the Charter of the United Nations and the Constitution of UNESCO. Article II -The Prize a) The Félix Houphouët-Boigny Peace Prize may be awarded each year by an international jury. b) The value of the Prize shall be 122,000 euros. If several prizewinners are designated, the amount of the Prize shall be shared equally among them. (...) d) The period during which the Prize may be awarded shall be indeterminate, its existence being linked to that of UNESCO and to its programmes to strengthen the intellectual and moral solidarity of humanity, and to 'construct the defences of peace in the minds of men’. (...) f) Subventions or donations may be received from any state, government, association, body and natural or legal person. (...) Article III -The Jury a) A Jury consisting of eleven members to be known as the 'Félix Houphouët-Boigny Committee for Peace’, shall be appointed by the Director-General. b) It shall be formed of figures of international repute, who are known and respected for their devotion to the cause of peace. IV -The International Scientific Commission a) An International Scientific Commission for Peace Research composed of nine members shall be set up to provide backing for the Prize in order to establish its international credibility. b) The International Scientific Commission shall meet once a year. (...) Article V- Nominations a) The Director-General shall by circular letter invite all Member States and non-governmental organizations having consultative status with UNESCO to submit nominations. (...) Article VI - Official ceremony a) The Prize shall be presented at an official ceremony to be held at UNESCO Headquarters, or at any other place proposed to the Director-General by the Jury. (...) c) The Director-General shall present to the prizewinner(s) a cheque or cheques of a total value of 122,000 euros or of an equivalent value in another currency. d) The President of the Jury shall present to the prizewinner: (i) a gold medal; (ii) UNESCO's Peace Diploma. Article VII -The Executive Secretariat (...) b) The Executive Secretary shall be responsible, under the authority of the Director-General, for the execution of these Regulations and the organization of all activities relating to the Prize.
