On 13-14 January 2003, UNESCO organized an international roundtable on Science Technology and Innovation Policy:
The Parliamentary Perspective, in tandem with the Parliament of Finland and
ISESCO.
The Forum adopted a declaration. Among other things it recommended the establishment of regional science policy
fora, the role of which would be to facilitate an exchange of experiences and know-how in science, technology and innovation policy-making, science legislation
and ethics; to strengthen partnerships between legislators, scientists, the media, civil society, and public and private sectors in developing national
innovation systems; to support capacity-building by science parliamentary committees in emerging democracies, making use of best practices learned from the national
and regional experiences of organizations such as the Committee for the Future, European Parliamentary Technology Assessment etc.
The first forum was the Arab Science and Technology Policy Forum to be held in Cairo, in December 2004; the South Asian Forum followed in Chandigarh, India, in
March 2005; the Latin American Forum was held in Buenes Aires, Argentina, in March 2005; the Western Asian Science,
Technology and Innovation Policy Forum was established in Tehran, Iran, in February 2006.
In June 2006, the Director general of UNESCO launched the Nigerian parliamentarian S&T Forum in Abuja
UNESCO has also established the World Science Forum, which meets every two years in Budapest on the
occasion of World Science Day for Peace and Development on 10 November.

Parliamentarians call for network to support S&T for development in Eastern Africa
April 2009 - Parliamentarians from Eritrea, Ethiopia, Kenya, Rwanda, Seychelles, Sudan, Tanzania, Uganda and Egypt plan to establish a sub-regional network of parliamentarians in support of science and technology for development. This recommendation is outlined in the Mombasa Declaration adopted on 3 April at the end of a five-day capacity-building workshop in STI policy and scientific forum for parliamentarians organized by UNESCO’s Division for Science Policy and Sustainable Development, the UNESCO Institute for Statistics, African Union/New Partnership for Africa’s Development and the Kenya Ministry for Higher Education, Science and Technology.
