an assessment of the status of implementation of the Reform of the Research & Development system

November 2001
In Europe, an assessment of the status of implementation of the Reform of the Research & Development system in the Republic of Moldova was carried out in cooperation with CEPES (Bucharest). Thirty (30) policy-makers and administrators from Croatia, Yugoslavia, Slovakia, Hungary, Ukraine, Moldova, Lithuania, Romania, Estonia, Poland and Albania, were trained on the management of S&T innovation systems. The training took place in Budapest, in November 2001, in cooperation with the Centre for Innovation Policy Research and Education of Budapest.

World Engineers Convention

March 2000 and June 2000
World Engineers' Convention held in Hanover in June 2000. The UNESCO participation in this important event included a video address by the Director-General. In addition, the UNISPAR Programme participated in UNIDO's "Workshop on Knowledge-Based Enterprise Creation through Technology Business Incubators" (Trieste, March 2000). Furthermore, the establishment of an African Centre for Maintenance and Maintenance Network is under way. Also, cooperation with ICET (WFEO and UATI) and other partners has resulted in the development of activities relating to a "Virtual Library for Sustainable Development" and "World Technology Report".

An international workshop on Scientific and Technological Entrepreneurship in Universities and Research Institutions

November 1999
An international workshop on Scientific and Technological Entrepreneurship in Universities and Research Institutions was held in Beirut in November 1999 in cooperation with TWAS and COSTED-AraBn to ensure follow up to the World Conference on Science through an exchange of experience in university-industry cooperation. Emphasis was put on the need to build an entrepreneurial spirit through education and the importance of basic research in biotechnology for the Arab region. Six UNISPAR Toolkits on the theme of "Innovation for Development" (on innovation, technology incubators, advisory centres, management of maintenance, globalization, gender indicators) are being published, and associated activities have been pursued including the updating of the UNISPAR website.

The first UNITWIN/UNISPAR Workshop

April 1997, May 1997 and July 1997
The first UNITWIN/UNISPAR Workshop, convened in Tokyo (April 1997) by the Association of Universities of Asia and the Pacific (AUAP), Bunkyo University and UNESCO, resulted in the launch of a UNESCO UNITWIN/UNISPAR project 'Environment in Asia'. Two national conferences were organized in Xi'an in China (May 1997) and in Malta (July 1997) in order to mobilize experts from universities and industry. In addition, with support from Mitsubishi Heavy Industries Ltd., Japan, two UNESCO Chairs at the Hanoi University of Technology in Viet Nam and one at Northwestern Polytechnical University, China, have been established in the fields of engineering of thermal power generation and environment. Toyota Motor Corporation, Japan, has agreed to sponsor three annual workshops and five Toyota/UNESCO Chairs, to be established, in Thailand (2), Indonesia, Philippines and China. The Chairs will be incorporated into the UNITWIN network and will be supported by Griffiths University, Australia, and Bunkyo University, Japan. The first version of the UNISPAR information and communication system has been installed in the UNESCO homepage Web Site.

Three regional conferences on university-industry co-operation

October 1996, November 1996 and January 1997
Three regional conferences on university-industry co-operation were held in Lodz, Poland (October 1996), Naples, Italy (November 1996) and Puebla, Mexico (January 1997), within the framework of the University-Industry-Science Partnership (UNISPAR) programme. The fifth and sixth UNISPAR Working Groups, representing national universities and local industry, have been established in Xi'an (China) and Lodz (Poland).

A summer school on 'Environmentally Sound Coal Management'

03 - 08 June 1996
A summer school on 'Environmentally Sound Coal Management' was organized in Moscow (3-8 June 1996) by the UNESCO Chair 'Ecologically Clean Chemical Engineering' at the Moscow State Academy of Chemical Engineering. Twenty clean coal technology experts and 12 lecturers participated in the summer school.

A prototype UNISPAR experts data base accessible via the Internet

A prototype UNISPAR experts data base accessible via the Internet was demonstrated during the World Congress of Engineering Educators and Industry Leaders jointly organized by UNESCO, UNIDO, UATI and WFEO in Paris (2-5 July 1996).

The programme supported one national and one regional conference

09-11 April and 24-06 June 1996
The programme supported one national and one regional conference in Lae, Papua New Guinea (9-11 April 1996), and Istanbul, Turkey (24-26 June 1996), respectively, in order to mobilize experts from universities and industry to join the UNISPAR programme. As a result, a UNISPAR Working Group has been established in Turkey and another will follow in Papua New Guinea.

UNISPAR programme organized six national and regional conferences on university-industry co-operation

In 1994, the UNISPAR programme organized six national and regional conferences on university-industry co-operation in Poland, Trinidad and Tobago, El Salvador, Islamic Republic of Iran, Cambodia and Mexico, in order to mobilize national experts from universities and industry towards the UNISPAR goals. A training course on clean coal technology was organized in Beijing with the participation of experts from the E-7 Network of Expertise for Global Environment (eight electricity power companies of industrialized countries are the members).

The 'Second Mexican International Conference of Deans of Engineering and Industry Leaders

14 - 16 February 1994
The 'Second Mexican International Conference of Deans of Engineering and Industry Leaders' was held in Puebla, Mexico, from 14 to 16 February 1994. More than 1,000 experts participated in this Conference and agreed that a UNISPAR node would be established in Mexico to serve Mexico and Central America. The International Union of Technical Associations and Organizations, the World Federation of Engineering Organizations and the UNESCO Regional Office in Mexico will assist the node in its sub regional co-ordination tasks.

The Third International Congress of Engineering Deans and Industry Leaders

23 - 25 june 1993
The Third International Congress of Engineering Deans and Industry Leaders was held at UNESCO Headquarters from 23 to 25 June 1993, in collaboration with the International Union of Technical Associations and Organizations. Its main objective was to examine the methods of adapting the engineering and research profession to the needs of industries and national economies. The Director-General of UNIDO as well as 260 participants from 60 countries attended the meeting. One major recommendation of the congress concerned the use of satellite-delivery mechanisms for courses in continuing engineering education, possibly in association with distance learning institutions. The participants also made several recommendations for the improvement of the UNESCO programme on university-industry-science partnership (UNISPAR). In particular the creation of UNESCO chairs at universities and sponsored by industries was suggested as a component of UNISPAR. Furthermore, UNESCO was requested to assist in the creation of data bases for the distribution of information on various mechanisms aimed at promoting university research and industry co-operation.
