Ce livre est une compilation d’articles résultant de la conférence internationale d'experts intitulée «Paix, sécurité humaine et prévention de conflit en Amérique latine et des Caraïbes », organisées conjointement par l’UNESCO et FLACSO-Chile.  Cette réunion fait partie d'une série d'initiatives régionales entreprises par le forum SecuriPax, le réseau international de l’UNESCO pour la promotion de la sécurité humaine et la paix.
Depuis le début des années 90, la notion de « sécurité humaine » a été au centre de tant de discussions au sein du système des Nations Unies, auprès d'autres organisations internationales et de gouvernements de différentes régions, aussi bien que dans les milieux académiques et intellectuels.  En fait, avec la fin de la guerre froide, une conscience s'est développée au sujet de la multiplication des menaces non-armées à la sécurité au niveau international, régional, national et local.  Beaucoup d'efforts a été faits, afin d’identifier  théoriquement et pratiquement les modalités les plus propices à faire face à ces menaces.
La sécurité humaine, en tant que concept, a été conçue au début du XXIe siècle, son objectif fondamental étant de placer la personne et sa protection au cœur de la paix internationale.  Cette notion, toujours en construction, est le produit d'une grande variété de dimensions et de priorités qu'il y doit tenir en compte afin d'obtenir une approche intégrée d'action, qui réponde aux insécurités multiples auxquelles les populations les plus vulnérables font face quotidiennement.

Les Droits de l’enfant et la sécurité humaine
Conférence Euro-Méditerranéenne
22 – 24 octobre 2002, Marrakech, Maroc
Le Directeur général de l’UNESCO, Koïchiro Matsuura, a ouvert la Conférence qui s'est tenu sous le haut patronage de Sa Majesté le Roi Mohammed VI et sous la présidence effective de Son Altesse Royale, la Princesse Lalla Meryem.
Cette conférence avait notamment pour objectif d’identifier les principaux défis liés aux droits et à la sécurité de l’enfant, de proposer des orientations multidisciplinaires et de promouvoir une approche scientifique afin d’assurer l’articulation durable entre la protection juridique de l’enfance et son application concrète sur le terrain.
Dans son discours d’ouverture, M. Matsuura, a rappelé que « les enfants, et leur protection, sont au cœur des préoccupations de l’UNESCO, qui s’est vue confier le rôle de chef de file du système des Nations Unies pour la Décennie pour la culture de la paix et de non-violence pour les enfants du monde. »

Contemporary International Security: Consequence for Human Security in Latin America

Final Report of the Commission on Human Security
Sadako Ogata and Amartya Sen, Co-chairs of the Commission, presented the final report to UN Secretary-General Kofi Annan on May 1, 2003.

“The demands of human security involve a broad range of interconnected issues. In its work, the Commission has concentrated on a number of distinct but interrelated areas concerned with conflict and poverty, protecting people during violent conflict and in post-conflict situations, defending people who are forced to move, overcoming economic insecurities, guaranteeing the availability and affordability of essential health care, and ensuring the elimination of illiteracy and educational deprivation and of schools that promote intolerance. The recommendations of the Commission involve policies aimed at both empowerment and protection, and focus on what can be done in the short and the long run to enhance the opportunities for eliminating insecurities across the world.
This report can, of course, be no more than a beginning, but it is, we believe, extremely important to move rapidly in the right direction. The task demands leadership and vision as well as commitment from the world community.”

Human Security, Prevention of Conflicts

This book is a compilation of articles resulting from the International Experts Seminar entitled "Peace, Human Security and Conflict Prevention in Latin America and the Caribbean", jointly organized by UNESCO and FLACSO-Chile.  This Meeting is part of a series of regional initiatives undertaken by the SecuriPax Forum, UNESCO international network for the promotion of human security and peace.
Since the beginning of the 1990s, the notion of human security has been at the core of many debates within the United Nations system, other international organizations and governments of different regions, as well as within academic and intellectual circles.  In fact, with the end of the cold war, an awareness has developed concerning the multiplication of non-armed threats to security at the international, regional, national and local levels.  Much effort has been made, both theoretically and practically to identify the most propitious modalities to face these threats.
Human Security, as a concept, was born at beginning of the XXI Century, its fundamental objective being to place the person and his/her protection at the heart of the international peace.  This notion is still in construction and is the product of a great variety of dimensions and priorities that are to be taken into account in order to obtain an integrated action approach to respond to the multiple insecurities that the most vulnerable populations face on a daily basis.

Children's Rights and Human Security Euro-Mediterranean Conference
22-24 October 2002, Marrakech, Morocco

The Director-General of UNESCO, Koïchiro Matsuura, opened the Conference held under the patronage of His Majesty King Mohammed VI, with Princess Lalla Meryem in the chair.
This conference aimed at identifying major challenges related to the rights and security of children, to propose multidisciplinary guidelines, and to seek ways of ensuring that legislative provisions for the protection of children are duly reflected in the actual availability of such protection on the ground.
In his opening speech, Mr Matsuura stressed that “children and their protection are at the heart of the concerns of UNESCO, as the lead agency within the United Nations system for the International Decade for a Culture of Peace and Non-Violence for the Children of the World”.
